Description

The FIN version has had for number of years a special model, where most of the complicating interventions have hade DGPROP 90X10 that activates the COMPL 90I01 to complication category 90C01. The idea is that a diagnosis indicating complication form the external causes chapter (XX) activates the CC category if an intervention for a complication is performed.

The other countries have not started to use this model, because they use T-codes (from Chapter XIX) as indication for complication and these dx are already complicating as such. The last point is true also for Finland and the use of external causes codes has remained very low. Therefore the system does not work as it was expected.

In the new NDMS system the already problematic maintenance of these exceptions becomes very tedious.

Technical change

Thus I recommend that all 90X10 are removed and the interventions are given the same CC properties as in COM version. The 90I01 becomes the unnecessary and will disappear from the system.

DRG change

Because of the low usage of the external causes codes the effect will be minimal. In most cases the CC cases will be detected by other COMPL dx or the interventions.
