Description

Up to this year Sweden had no procedure code for ritual circumcision. We had only KGH10 (Operation för fimos eller parafimos) which is somewhat different. Therefore the diagnosis code Z412 (Rutinomskärelse och rituell omskärelse) has OR 1 and PROCPR 12S05, which leads to DRG N20/343 (Omskärelse). This is not so good since the diagnosis code doesn’t say that the operation really was done and also, all control visits are grouped to DRG N20.
From 2016 Sweden has a procedure code (KGV20) that covers circumcision done for any indication and this code has OR 1 and PROCPR 12S05. Thus these properties now can be removed from the diagnosis code Z412. Detailed technical changes are in the file Decision CPK ID C620.xlsx.

Finnish National DRG-Centre 2016-2-25

In Finland both procedure codes, KGH10 (Operation for phimosis) and KGV20 (Ritual circumcision ) exist and have PROCPR 12S05 and OR=1. KGV20 is meant for ritual reasons, in other cases KGH10 is used. The coding of ritual circumcision is very rear. There have been two cases in 2013, one of those is probably erroneous coding. It may not reveal the real situation of performing ritual circumcision though and can be matter of using the correct procedure code.
Proposed change is ok for Finland, although it won't have any effect on grouping the cases with Finnish grouper.

This is a continuation of case #292 that has also been discussed as case #299.

The proposal was accepted. In principal it afffects all versions but the other countries have already accepted the proposal (see #292).
