Merge of DRG 342 and 343

In current grouper version there are separate DRGs for circumcision depending on the age of patient. The cost data (see appendix 1) of five Finnish university hospitals show that there is no remarkable difference in mean cost between DRGs 342 (Circumcision, age > 17; Omskärelse, >17 år) and 343 (Circumcision, age 0-17; Omskärelse, 0-17 år). There are also very few cases in DRGs 342 and 343, eight and five, respectively.
Taking those arguments into account we suggest merging those two DRGs into one so that the age of patient has no effect on grouping anymore.

The proposal was accepted. The technical change is described in the attached table. DRG's 342 and 343 are combined to DRG 342N,
This change is already done in SWE, it will done in FIN. All others are free to implement the change in the national versions.

The Finnish national DRG cenre (Minna-Liisa Sjöblom)noted that there is one additional rule (ord 499D001000)for DRG 343. That needs also to be modified according to this change. The rule exists for cases with circumcision performed with an unrelated principal dx. It is possible that the rule is in practice unnecessary and should be deleted. To avoid any unnecessary change, we transform it now to DRG 342N.
The corresponding outpatient DRG is now 343O (ord 112D091000). Usually the corresponding outpatient DRG should have the same number in the code (which would be 342). However, this is unlikely to cause any practical problem, and no change is done now.
since the effect is minimal, the change will be done for PR-versions for 2017.
I hope that the need for the current rule 499D001000 will be checked by the national organizations and therefore the case will remain open untill next year.
