New groupings properties for ICD-10 code U06.9 that in Sweden got the code text “Infection with Zika Virus”

Description

Problem
We in Sweden have received a list from our colleagues in the Classification department concerning the ICD-10-SE-code that WHO has made an emergency changed texts for 2016. The code U06.9 changes name from "Code that can be used in short notice" to "Infection with Zika virus, unspecified". The code are already in use in Sweden since the beginning of 2016.

Analysis
The National Board of Health and Welfare Sweden 2016-02-25
This is a new code for Sweden. There are no economic data. As known right now the code will not be used that often in Sweden due to the fact that the mosquitos that carry the infection does not appreciate the Swedish weather. To cold for them.
The cases that will occur will be imports due to travelling. The consequences for a pregnant woman can be a child born with microcephaly. This will be coded on the newborn with an Asterisk - Dagger combination.

Suggestion
The National Board of Health and Welfare Sweden 2016-02-25
Sweden wants this new code to get other grouping properties for 2017.
The current grouping properties will be removed and the new one will be the same as ICD-code A92.8 Andra specificerade febersjukdomar orsakade av virus överförda av myggor.
This means that the code will get the following properties: DGCAT 18M04, DGPROP 15X98, DGPROP 18X99, MDC 18
Decided changes
The National Board of Health and Welfare Sweden 2016-02-25
Sweden wants this to be done for the Swedish PL-version for 2017 during the spring.

DRG change
The ICD-code with the proposed new code-text U06.9 Infection with Zika virus, unspecified are now grouped to DRG Z40O Ny huvuddiagnos med ospecifik gruppering, besök, Z40N Ny huvuddiagnos med ospecifik gruppering and the code has now one grouping proeperty DGCAT 99M0.
Instead we want I to get the following properties: DGCAT 18M04, DGPROP 15X98, DGPROP 18X99, MDC 18.
The code will now be grouped to a normal DRG, S40 that concerns virusinfections.

Technical change
The code U06.9 should have the following grouping properties: DGCAT 18M04, DGPROP 15X98, DGPROP 18X99, MDC 18. And a new code text also.

Finnish National DRG-Centre 2016-2-29

There is no specific code for Zika virus in Finland (yet), nor is the diagnosis code U069 in use in Finland. Diagnosis code A928 exists and has been used 11 times in 2013. The code has all properties mentioned in the proposal. It means that there would be no change in Finnish grouper until the specific code for Zika virus will be introduced.
Other than that we support the proposed change.

Upon recent request from the WHO Global Surveillance Team we need to introduce an ICD-10 code that allows to separately track cases of Zika.

We will be using the following codes from 21 December 2015:
U06 for Zika virus disease,
U06.9 for Zika virus disease, unspecified.
Synonyms: Zika, Zika virus fever and Zika virus infection. 'Zika encephalitis' is also coded to the code.
The ICD-10 index entry pointing Zika virus fever to A92.8 needs to be corrected accordingly.
Settings using 4-character coding, report U06.9. Settings using 3-character coding report U06.

Norwegian Directorate of Health - 09.03.2016

Norway is following the WHO recommendation, and implemented the code. We support the proposal from Sweden.

Accepted according the proposal.
Please not that the meaning of the code will change in all versions where it is linked to ICD+ U0690. Not in Finland however.

Finnish National DRG-Centre 2016-03-24

For your information, we have forwarded the message about WHO suggestion for coding the Zica virus to THL (National Institute of Health and Welfare) and they have been initiated the process regarding using the ICD10 codes for Zica virus. We are not aware of for how long time it may take but once it’s done we would like the proposed change to become effective also in Finnish version. When any change have taken Place we will update the case.
