NordDRG 2021 LAT

This ticket is used for delivery of 2021 national definition tables (json, xls, csv). The delivery of tables and feedback from national organisations follows the NordDRG timetable 2021 (http://www.nordcase.org/eng/principles/timetable/).
We expect the feedback to PL0 tables during week 23 (June 1-5).

Based on the feedback from Latvian colleagues (via email), there have been changes made in NDMS concerning the duration variable of DRGs 707P and 116O.
Updated PL tables are attached for testing.

The results were compared with the ones of NDMS testcases modul (LAT 2021PL version) and they match with each other.
2021PL1 version tables are uploaded to the ticket.

The rtc names are better for us to leave with diacritical marks.
We have a question about last 3 Covid-19 diagnoses - NCC stresses the different codes from the ones publiced in WHO (U08.9, U09.9, U10.9):
Latvia will use a WHO aproved ones.
Is it acceptable from the view of drg logic and grouper?
