*Problem*
The problem was presented already in NCC case #287 but it was not discussed during the spring meeting 2014. Only the problem with outpatients was discussed. After the meeting we had an E-mail conversation with Martti that ended with his comment: “We should agree next year about the correction of 14X03 when all countries have checked the Swedish proposal as a new case”.
The diagnosis property 14X03 ‘Delivery this admission’ leads the grouping of inpatient cases to vaginal delivery DRGs but there are some diagnosis and procedure codes with 14X03 although they not necessarily mean that a birth actually occurred during this particular admission. 14X03 should be removed from these codes listed in the table below:

*Analysis*

The codes O620, O621, O622 and O660 stand for labor weakness or obstacle which can be so pronounced that the patient is sent home until the next day. The rest of the diagnosis codes in the table stand for different complications which may be used also in a new admission for treatment, short after the delivery admission.
Also the procedures in the table may be used in a new admission for treatment, perhaps in a surgical clinic, short after the delivery admission.
There are so many other diagnosis and procedure codes with 14X03 that really means “delivery this admission” so there is no risk that we will miss any delivery cases in the delivery DRGs by removing 14X03 from the codes in the table.

The procedure property 14X03 should be removed from the codes listed in the table above.

National organizations may decide to introduce the change in their own version.
Otherwise the organization is NCC.

*DRG change* chang*e
Approximately 1 % of the inpatients that incorrectly was grouped to a delivery DRG will instead be grouped to another DRG.

*Technical change*
Technical description in text format.
There must also be technical changes according to the NCC Excel template. This Excel file should be named “Decision” plus the ID of the case.
